Benton County, Tennessee, a rural community of about 16,000 between Memphis and Nashville, faced spotty or delayed weather coverage that left residents unaware of imminent severe weather. Local volunteers struggled to reach the broader population and county leaders needed an easy-to-use, grant-friendly alert system.
