Making the Dutch COVID-19 vaccination portal accessible with a secure government login

The Dutch National Institute for Public Health and Environment (RIVM) was charged with coordinating COVID‑19 vaccinations and providing citizens transparent access to their personal vaccination records while protecting privacy. The project required a nationwide, scalable portal that supported multiple user groups and three government eIDs (DigiD for citizens, UZI‑pas for healthcare professionals and eHerkenning for organisations), multi‑factor authentication and strong security — a challenge addressed with the help of Thales OneWelcome and its Identity Platform.

Thales OneWelcome implemented its Identity Platform to deliver DigiD, UZI‑pas and eHerkenning login capabilities, robust MFA options (TOTP app, NFC/USB ID‑card and SMS), and rigorous privacy/security verification, deploying the solution in just weeks. The portal went live in April 2021 and now supports six user groups across a population of some 17,000,000 citizens, enables healthcare professionals to access and order vaccines, and lets citizens see who has viewed their records — demonstrating Thales OneWelcome’s scalability, compliance and measurable national impact.
