The State of Michigan’s Department of Technology, Management & Budget (DTMB) Records Management Services needed a secure, legally defensible e-signature platform to replace inconsistent and insecure signing practices, speed up paper-based workflows, and protect document integrity. After a formal RFP and evaluation, the State selected OneSpan’s OneSpan Sign (FedRAMP-hosted) as a centralized, statewide shared service to enable e-signatures between state employees, businesses, and citizens.
OneSpan deployed OneSpan Sign as an enterprise shared service with encryption, tamper-evident documents, audit trails, MFA and FedRAMP hosting, plus SSO, templates, bulk sending and APIs for future integrations. The rollout saw 15 of 17 departments adopt the service, ~9,600 e-signed transactions in the first nine months, new business units live in under a week, and signing times cut in half for key processes (retention schedules reduced from ~100 to ~50 days, some completed in 10 days); over 1,000 users were trained and many units reduced paper costs while maintaining strong security through OneSpan.
