GSA Mandates E-Signatures for Billions of Dollars Worth of Procurement Contracts

GSA (General Services Administration) faced a major challenge in moving its eOffer/eMod contract award and modification process from paper to fully electronic while integrating with decades‑old mainframe systems and supporting existing forms (like the SF‑30). To meet its Zero Environmental Footprint goals and eliminate time‑consuming mail/fax workflows, GSA turned to OneSpan and its OneSpan Sign (Enterprise Plan) e‑signature solution to provide a zero‑download, browser‑based signing experience that would be easy for vendors to use and could capture verifiable electronic evidence.

OneSpan implemented OneSpan Sign within the eOffer/eMod platform, authenticating users with digital certificates and embedding enforceable e‑signatures in submitted documents; e‑signatures became mandatory on October 1, 2011. The result was a 100% electronic contracting process, dramatic reductions in paper storage (previously occupying a full floor of GSA headquarters), elimination of mail/fax/overnight fees and many errors and delays, and measurable time savings — e.g., Schedule 70 application preparation was cut by at least half — while improving customer experience and archival/searchability.
