Howard County, Maryland, a county government serving about 300,000 residents, faced growing risks from manual, native tools as a small IT team tried to manage a complex hybrid environment—3,500 user accounts, nearly 2,800 endpoints, 400 servers and two Active Directory forests that support critical services like 911. To ensure accurate provisioning, secure delegated administration, Group Policy control and reliable disaster recovery, Howard County turned to One Identity (alongside Quest solutions), notably deploying Active Roles to simplify AD administration.

One Identity’s suite—including Active Roles, Change Auditor, GPOADmin and Recovery Manager—was implemented to automate provisioning/workflows, enforce role-based delegation, provide real-time change auditing, enable GPO rollback and support granular AD recovery. The result: provisioning and re-provisioning in one or two clicks, elimination of unnecessary domain-admin rights, faster compliance reporting for CJIS, quicker troubleshooting and hours of IT labor saved while reliably managing the county’s 3,500 accounts and critical services.
