The Pennsylvania Treasury Department, which manages investments and distributes benefits for the Commonwealth, faced a massive paperwork and cost challenge: processing more than 300,000 payments each month with many paper-based workflows and an outsourced State Supplementary Payment (SSP) process that would have cost over $10 per payment — more than $30 million annually. The agency needed a scalable, electronic solution that could handle surges in unemployment claims and speed payments to constituents.

Partnering with IMR Limited to deploy Hyland’s OnBase, the Treasury automated key workflows end-to-end, making 99% of unemployment transactions electronic and enabling direct deposit or debit card issuance so less than 1% of payments are paper. The solution delivered immediate ROI (under eight hours for SSP), allowed the Treasury to process massive spikes (over 600,000 payments in days), and avoided roughly $30 million in annual costs.
