Horry County, South Carolina, was struggling with paper-heavy, redundant workflows, shrinking storage space and slow document handling across departments including Storm Water, Public Works, Courts/Magistrates, Engineering and IT/GIS. The county needed a user-friendly solution that would integrate with legacy systems and its GIS mapping platform without extensive custom development, and selected Hyland’s OnBase ECM to modernize its document-centric processes.

OnBase was deployed first in Storm Water and Public Works and then expanded to Courts, Magistrates, Engineering and IT/GIS, integrating with the county’s internet-based GIS. Staff saw benefits within four months of scanning: instant document routing that eliminated a previous 2–3 day turnaround for remote offices, reduced manual requests, minimal training requirements, and improved efficiency, transparency and self-service for constituents.
