Water District Upgrades Email Performance With Microsoft Exchange Online

Tualatin Valley Water District (TVWD), a Washington County, Oregon water utility serving about 200,000 people with roughly 120 employees, faced a routine email-system refresh while supporting a workforce split between office and mobile field crews. With an eight-person IT team, the district wanted to avoid the cost and complexity of new on‑premises infrastructure, extend email access to mobile workers, and ensure security and public‑records compliance.

TVWD moved to a fully hosted Microsoft Office 365/Exchange Online environment (100 client seats and 30 kiosk accounts), retained Outlook integration, and used MessageOps for migration support. The change eliminated on‑premises email servers, reduced IT maintenance and future capital costs, improved disaster recovery and emergency preparedness, and extended reliable email access to field staff via mobile devices.
