City of Rome Extends Email Service To Field Users With Microsoft Office 365

The City of Rome, Georgia, a municipal government with about 600 employees and more than 350 PCs, faced a problem: field staff such as firefighters and police did not have city‑sanctioned email because license limits and the complexity of extending the on‑premises network made provisioning costly and impractical. Many employees were using unmanaged consumer email for city business, creating security and operational concerns.

Rome implemented a hybrid Microsoft Office 365 solution alongside its existing on‑premises Exchange (pilot in December 2011, rollout to ~40 field users on January 1, 2012). The in‑house deployment was rapid and low‑cost, preserved existing infrastructure investments, supported mobile access and familiar interfaces, reduced administrative burden, and replaced ad‑hoc accounts with centrally managed city email.
