Thurrock Council’s office modernisation led to a digital document storage reinvention

Thurrock Council, a unitary authority in the UK, needed to modernise its office environment and fix a long-standing document management problem. Before the project, paper files and an unorganised 8TB shared drive created versioning issues, poor search, weak audit trails, and compliance risks under the Data Protection Act. Objective Corporation provided its Objective Enterprise Content Management (ECM) platform to support the council’s move to hot-desking, mobile working, and a more structured approach to corporate information.

Objective Corporation implemented Objective ECM with file planning based on the Local Government Classification Scheme, user training, and a phased migration from shared and personal drives. The council reduced shared-drive data by 37% and personal drives by 70%, now manages more than 1 million documents in Objective, and adds around 14,000 documents each week. The platform has improved access control, retention management, secure collaboration, and GDPR/Data Protection Act compliance, while helping Thurrock Council deliver a more efficient digital workplace.
