Simplifying planning schemes for the state of Victoria and all of its local councils

The Victorian Department of Environment, Land, Water and Planning (DELWP) wanted to simplify Victoria’s planning system and improve how planning scheme amendments were managed. With around 65,000 pages spread across 82 planning schemes, the department faced heavy document overheads and needed a more efficient, transparent way to maintain and process planning information. Objective Corporation provided the Objective Keystone authoring solution to help address these challenges.

Objective Corporation implemented Keystone as a centralised digital source of truth for all planning provisions and schemes, giving councils and planning authorities a single, publicly accessible system for drafting amendments. The result was 100% digitisation of planning schemes, replacement of 65,000+ pages with one database, gazettal times reduced from days to hours, and full compliance with current templates, along with better version control, transparency, and governance.
