Abu Dhabi Housing Authority (ADHA) needed a secure, paperless platform to process housing and loan applications, maintain a central citizen database, and integrate with multiple government entities to determine applicant eligibility under ADSIC security standards. After a competitive selection, Nucleus Software was chosen to deliver a bespoke digital solution—using its configurable rule‑engine-based platform—to replace manual workflows and enable automated, integrated processing.

Nucleus Software implemented a two‑phase solution that read Emirate ID cards, connected to 17 government entities (including EIDA), performed deduplication, digital signature and CID verifications, supported bulk approvals and dynamic data refresh, and provided online status and notifications. The deployment processed 300,000+ citizen records, delivered a 70% reduction in application processing time, improved decision transparency and data recency (90% and 95% metrics respectively) and enabled a paperless, cost‑optimized service—demonstrating measurable gains in efficiency and citizen experience.
