The City of Philadelphia wanted a better way to connect residents with city services and make it easier to report everyday neighborhood issues like graffiti, sidewalk repairs, and other disrepair. To support this goal, the city worked with Novo Solutions and its Philly 311 citizen request management platform to create the Neighborhood Liaison Program.

Novo Solutions provided the tools for Neighborhood Liaisons to submit and track service requests through the Philly 311 Citizen Portal and mobile app, while also enabling status updates, phone/email notifications, and reporting by issue type and zip code. The program has been a major success, with the City of Philadelphia growing to over 450 Neighborhood Liaisons and improving neighborhood quality of life through stronger citizen engagement.
