The Colorado Coalition of Cyberschool Families (CCCF), a group of parent advocates for online public schooling, faced a challenge where their students were required to travel to in-person testing centers for state assessments. This created significant hardships and led to high opt-out rates, which prevented the state from accurately evaluating cyberschool performance. Novitas Communications was engaged to build a comprehensive communications and advocacy campaign in support of legislation for remote testing.
Novitas Communications developed a multi-channel campaign that included legislative support, a Day at the Capitol event, and extensive content development. The solution successfully built public and legislative support, resulting in the bill being signed into law with bipartisan support. The new law allows online students to take assessments remotely and provided $440,000 in state funding for implementation, ensuring the Colorado Department of Education will gain more accurate performance data.
