The Harris County Sheriff's Office faced slow, paper-based handling of roughly 12,000 annual audio records requests—managed by six custodians—which produced frequent backlogs, 3–6 week turnaround times, and high supply costs. To modernize its records and quality assurance processes, the Harris County Sheriff's Office partnered with NICE Public Safety & Justice and deployed NICE Recording for Motorola MCC7500 Gold Elite/Vesta and the NICE Inform suite (Reconstruction, Organizer, Evaluator).

Using NICE Public Safety & Justice’s NICE Inform solutions, HCSO shifted to paperless delivery, centralized case folders, easy redaction, and rules-based QA workflows that let supervisors evaluate calls electronically. The result was a greater than 50% reduction in turnaround time (from 3–6 weeks to 10–15 days), a backlog kept within 30 days, monthly overhead costs cut from about $2,700 to virtually zero, and a transformed, more systematic QA program that improves training and citizen service.
