A NHS Employers Case Study
Walsall Healthcare NHS Trust worked with NHS Employers to tackle serious health visitor retention and capacity challenges, including high caseloads, attrition, and pressure while delivering the Health Visiting Implementation Programme and Health Child Programme (HCP) for children aged 0–5. The trust needed to improve staff morale, reduce stress and burnout, and build a more sustainable workforce model for its health visiting service.
NHS Employers supported a retention strategy focused on staff engagement, manageable caseloads, recruitment and retention planning, and an education and support programme for health visitors, students, and new staff. This included introducing staff nurse and admin support roles, mobile technology, leadership development, and improved supervision. The approach helped Walsall Healthcare NHS Trust reduce caseload pressure, progress toward workforce trajectory targets, and reach full HCP delivery by 2015, while also being recognised locally as an employer of choice.
