The customer, University College London Hospitals, sought to develop a culture that incentivized and rewarded high performance aligned with its core organizational values. They worked with the vendor, NHS Employers, on the implementation of new performance management processes, specifically the Agenda for Change pay flexibilities, to help embed these values and link individual objectives to the trust's top priorities.

NHS Employers supported the implementation of a new appraisal system that switched off automatic pay progression and tied advancement to performance ratings. The solution included masterclasses for managers on feedback and objective-setting, a performance and values toolkit, and a new multi-point rating scale. The results were positive, with an annual audit showing improved appraisal quality and 92% of appraisers finding the process useful for staff development. The vendor's work successfully launched the new system for 200 senior staff as part of a multi-year cascade plan.
