Salisbury NHS Foundation Trust worked with NHS Employers to revamp its performance appraisal system and link it to pay progression, moving away from automatic increments. The challenge was to create a new framework that would drive a high-performance culture, embed the trust's refreshed values and behaviors, and increase staff compliance with appraisals and mandatory training.
The solution implemented by NHS Employers involved forming a staff review group to develop a new performance appraisal framework featuring "stop/go" criteria for pay increments. They created a bespoke in-house electronic appraisal system to measure performance against objectives and values. The results included the successful implementation of the new criteria in November 2013, with subsequent phases planned to further integrate performance ratings. This new approach, developed with NHS Employers, ensured that pay rewards were directly linked to achievement and compliance.
