How the Care Certificate was implemented in Worcestershire

Worcestershire Health and Care NHS Trust worked with NHS Employers to implement the Care Certificate across its bands 1-4 healthcare support workforce. The trust needed a consistent way to prepare and assess new starters in community, mental health and primary care settings, but faced tight launch timelines, limited template availability, varied staff roles, communication challenges, and concerns that the paperwork was too lengthy.

NHS Employers supported the trust with guidance on Care Certificate rollout, manager sessions, workbooks, and a structured assessment process recorded on ESR. WHCT introduced the certificate for all new relevant staff, aligned it with induction and training, and later streamlined the process by moving training earlier and reviewing the documentation. As a result, managers and staff became more positive, assessments were completed more quickly as the process embedded, and 94 new starters had required Care Certificate completion since 1 April 2015.
