Employing from the local community to address workforce supply issues

South Tees Hospitals NHS Foundation Trust, a large NHS employer in northeast England, partnered with the vendor NHS Employers to address a local workforce supply challenge and a high rate of young people not in employment, education, or training (NEET). The trust needed a community-driven solution to build a talent pipeline while supporting its local area.

The solution implemented by NHS Employers was the Prospect programme, a structured initiative developed in partnership with Jobcentre Plus. The programme provided 12 weeks of work experience and employability training, successfully matching candidates to the trust's operational needs. This approach by NHS Employers delivered significant results: 86% of participants moved into full-time employment, with 191 of 222 unemployed people gaining jobs since 2014, making the programme a core part of the trust's workforce strategy.
