The Democratic Republic of the Congo's Independent National Electoral Commission (CENI) faced the immense challenge of ensuring a fair election by cleaning its voter roll of 46.7 million multibiographic records, a process that required identifying and removing duplicate and under-age registrations within a strict two-month timeframe before the 2018 elections. To accomplish this, they partnered with vendor Neurotechnology to utilize their MegaMatcher Automated Biometric Identification System (ABIS) and MegaMatcher Accelerator Extreme matching engine.

Neurotechnology implemented a deduplication solution that performed an all-with-all comparison of the entire database. The results were achieved in under two months, identifying over 6 million duplicate records and more than 900,000 under-age registrations. This successful project by Neurotechnology provided a clean and accurate voter list, which was critical for the Democratic Republic of the Congo to ensure fair constituency representation in its parliament.
