The Swedish Association of Local Authorities and Regions (SKL) represents 290 municipalities and 20 county councils—about 1.1 million employees—and runs 400 collaboration networks with a project base of 1,200 projects and 25,000 users. SKL needed a platform-neutral identity and access solution to extend secure, federated web and single sign‑on access to external partners and project users because its existing identity system was designed only for internal employees.

SKL deployed NetIQ Identity Manager, Access Manager, Advanced Authentication and Self Service Password Reset to provide scalable provisioning, single sign‑on and OTP authentication (email OTP for healthcare users) while phasing in password self‑service for internal staff. The new solution simplified maintenance, reduced manual helpdesk work, improved user provisioning and account control, and made SKL more flexible and ready to securely collaborate with its broader external user base.
