Älmhults Kommun is the municipal government in Småland, Sweden, serving more than 16,000 citizens and responsible for education, healthcare and emergency services. The IT team wanted to expand electronic services for students and healthcare staff but was bogged down by time‑consuming, manual user‑management that limited resources for new projects and delayed access to critical systems.
Working with partner Pulsen, the municipality implemented NetIQ Identity Manager to automate provisioning, deprovisioning and data synchronization (including integration with the national person registry). The solution now manages thousands of identities (including 2,700 students), cut manual effort by the equivalent of three full‑time employees, saved about US$1.2 million over nine years, and freed IT to focus on delivering faster, higher‑quality services.
