The Council of Europe faced fragmented, insecure document storage—nine different repositories across Microsoft Public Folders, shared drives and SharePoint, plus files on local field-office servers—creating gaps in version control, backup and compliance for highly sensitive human-rights documents. To modernize and centralize its content, the Council of Europe selected NetDocuments (NetDocuments® DM, ndMail™ and ndThread™) as its cloud-first document management solution.

NetDocuments, working with implementation partner Tikit, migrated 35–40 million documents into a single cloud DMS, provisioned a German datacentre three months early, and rolled the platform out to roughly 1,400–1,500 users during the COVID-19 period (enabling 90% of staff to telework). The NetDocuments implementation consolidated disparate repositories, improved version control, security and governance, and delivered measurable outcomes in document consolidation, user adoption and business continuity.
