Fueling Paperless Processes and Faster Service for Citizens

The State of Nebraska’s Office of the CIO partnered with NetApp to modernize a fragmented IT environment that had grown up as siloed data closets with inconsistent backup and disaster‑recovery approaches. Facing rapid data growth and a legislative push for an enterprise content management system and paperless services, the state needed to centralize infrastructure and implement two active data centers to ensure uptime and faster citizen services.

Nebraska deployed NetApp all‑flash arrays, MetroCluster spanning Lincoln and Omaha, and ONTAP software, virtualizing 90% of servers and adding digital archiving and instantaneous failover (zero RPO, near‑zero RTO). The consolidation saved $4.5M in the first year and more than $15.5M over two years, cut service times from months to minutes, eliminated 23 paper forms and reduced WIC help‑desk tickets by 18%, and enabled real‑time brand registration and faster regulatory approvals.
