A historic federal agency that moves more than 512 million items daily and supports one of the largest IT footprints in the world — including over 32,000 facilities, 168,000 computers, massive email and unified-communications platforms, and hundreds of millions of transactions — was challenged by frequent service-performance issues across its sprawling network.
