Pennsylvania Justice Network - Customer Case Study

The Pennsylvania Justice Network (JNET), a collaborative justice-data portal used by more than 800 contributing law‑enforcement agencies, faced antiquated facial‑recognition technology, labor‑intensive data entry, cumbersome access and low matching accuracy. To modernize its JNET Facial Recognition System (JFRS), the commonwealth worked with NEC Corporation (in conjunction with DataWorks Plus) to deploy NEC’s NeoFace® facial‑recognition matching algorithm as part of the FACE Plus integrated solution.

NEC Corporation’s NeoFace algorithm was integrated into the FACE Plus system and fully tied into JNET, enabling fast, accurate comparison against a database of about 3.5 million booking photos and supporting 250 capture locations and ~38,000 web‑retrieval users. The solution improved match rates and usability, processed poor‑quality surveillance images, produced tangible investigative wins (one detective identified six persons of interest within 1.5 hours), and delivered timelier, more efficient criminal investigations across the commonwealth.
