Jacksonville Transportation Authority Strengthens Culture with NAVEX

The Jacksonville Transportation Authority (JTA), a public transportation and infrastructure agency with about 800 employees, faced outdated routines and a growing need to strengthen employee trust and organizational culture to support future growth. The Ethics Department identified improving trust and creating a speak-up environment as critical challenges.

To address this, JTA established a formal ethics program in 2011—adding an ethics officer, code of conduct and policies—and deployed NAVEX EthicsPoint as its trusted hotline and incident-management system. Over the past decade the program helped sustain high performance and a stronger speak-up culture: in FY2022 JTA logged 51 reports (35% via the hotline), averaged 6.4 reports per 100 employees (up from 3.75 in FY2021), ran 102 training sessions last year, and consistently sees more than 80% of employees endorse strong ethical standards.
