A Muster Case Study
The Home Building Association of Richmond (HBAR) turned to Muster to implement a digital grassroots solution that would supplement its strong in‑house lobbying team. Prior to Muster, HBAR relied on emailing and calling a small group of stakeholders and wanted to expand member participation in advocacy across the state.
Muster provided online advocacy tools—an action center to prompt and mobilize members, and analytics to track letters, emails, and phone calls—so HBAR’s government affairs team could efficiently engage residential builders and land developers. Using Muster, HBAR demonstrated broad constituent impact to policymakers and supported a key bill that, after nearly two years of work, passed the General Assembly and was signed into law, with measurable outreach data to show engagement.
