Indiana Department of Child Services builds a single view of every child in need

The Indiana Department of Child Services (INDCS) manages hundreds of thousands of child cases annually with more than 4,000 staff, and its mission is to protect children and coordinate support across state and community partners. Facing aging legacy systems, fragmented data, and the need for faster cross‑state and health information sharing (heightened by COVID‑19), INDCS needed to digitize processes, create a single view of each child, and improve collaboration and placement decisions.

INDCS implemented MuleSoft’s Anypoint Platform and the Salesforce 360 Platform to launch the National Electronic Interstate Compact Enterprise (NEICE) and the INvest case management portal, using reusable APIs (e.g., Foster Care and Person Sync) to integrate health, immunization, invoicing and placement data in real time. The results include lower maintenance costs, recognition as a national model, survey and case reporting compliance rising to 100% (from 20–30%), a COVID solution deployed in eight hours, and INvest delivered in two years at just 21% of the original budget estimate.
