The City and County of Denver set out to deliver a modern, digital-first experience for residents and businesses—everything from driver’s license renewals and permits to COVID-19 testing—across more than 50 agencies. Progress was slowed by fragmented legacy systems and an inflexible Oracle ESB architecture that required manual processes, multiple logins, and custom integrations.

By adopting MuleSoft’s Anypoint Platform and an API-led approach, Denver migrated off Oracle, connected hundreds of legacy systems, and built a single dashboard and a Salesforce Lightning self-service portal. The reuseable APIs sped delivery—36% API reuse, a COVID-19 testing portal launched in 7 days, the self-service portal in 3 months—and enabled faster, more scalable government services and real-time visibility for law enforcement and administrative teams.
