The California Department of Transportation (Caltrans) oversees funding, planning, building and maintaining over 50,000 miles of highways and coordinates hundreds of partner agencies. To formalize roles on projects it generates roughly 450 cooperative agreements a year, a process that previously required selecting from hundreds of clause options and took “hundreds of man‑hours and several weeks” to produce each agreement. To streamline this work Caltrans implemented the Project Agreement Construction Tool (PACT) with Mitratech HotDocs at its core.

Using Mitratech HotDocs, Caltrans built a language library, HotDocs templates and a logic‑driven interview that automates clause selection, generates pre‑approved agreements when answers fall within policy, and routes exceptions for review. The HotDocs‑based PACT significantly reduced time and cost, increased document quality and customer satisfaction, sped up production timelines, improved issue resolution and lowered the risk of legal challenges—while enabling many agreements to be produced and signed without further review.
