City of Seguin, Texas - Leading in Rural Cybersecurity Evolution

The City of Seguin, Texas — a South Texas municipality of 30,000+ residents that supports 450 employees across 30 facilities and multiple data centers — faced growing cybersecurity risk as ransomware and phishing attacks increasingly targeted local governments. With 55–60k inbound emails a month, the IT team grappled with high volumes of spam and about 30 monthly impersonation attempts aimed at HR and finance, putting citizen, vendor, employee and operational data at risk.

Seguin implemented Mimecast’s Email Security, Targeted Threat Protection, Impersonation Protect and Awareness Training, which identified and blocked 32% of unsafe email traffic in 2019 and reduced phishing reaching user inboxes to under 1%. Mimecast’s reporting improved visibility for management, helped flag repeat risky users, stopped frequent impersonation attempts, and drove process changes (for example, requiring in-person direct deposit changes), strengthening the city’s layered defenses and lowering operational risk.
