UK county council learns secrets to achieving quick adoption of new technology

Devon County Council, the largest local authority in southwest England, needed to modernize collaboration across 5,000 staff and achieve fast, widespread adoption of Office 365 tools. To break down data silos and improve service delivery, the council engaged Microsoft Adoption Services and Microsoft Services and centered its collaboration strategy on Microsoft Teams and OneDrive for Business.

Using Microsoft’s Adoption and Change Management (ACM) methodology, DCC built a Change Team, trained about 40 Change Champions, and ran scenario workshops before a pilot of 500 users. The Microsoft Teams–led approach produced rapid uptake: active Teams users grew from 188 to 730 in the pilot and reached 991 after further rollouts (a reported 427% increase), while OneDrive for Business users rose to 1,251 (reported as a 100% increase), giving the council a repeatable roadmap for broader Office 365 adoption.
