Norwegian municipality Stavanger Kommune makes citizen services more efficient with the power of data and OpenAI Service

Stavanger Kommune, a Norwegian municipal government, needed a privacy-first way to process resident-submitted forms so that caseworkers would not see personal or sensitive information. To address this, Stavanger Kommune turned to Microsoft Power Apps and other Microsoft technologies, using Azure OpenAI Service to automatically remove personal and sensitive data before forms are processed.

The solution integrated Azure OpenAI Service with Microsoft Fabric, Power BI, Power Apps and Power Automate to perform automated redaction and enable a secure, data-driven platform. As a result, less personal and sensitive data is accessible to caseworkers and the municipality can make more data-driven decisions and improve service delivery—an outcome delivered through the Microsoft Power Apps-based implementation.
