Ministry of Economy, Trade and Industry Leveraging Power Platform to Accelerate the DX of Administrative Services

The Ministry of Economy, Trade and Industry (METI) in Japan needed to rapidly digitize a vast number of varied administrative procedures made urgent by the COVID‑19 era, but traditional waterfall development was too slow and costly. To accelerate its digital transformation, METI adopted Microsoft Power Apps (part of the Power Platform) along with Power Automate and Power BI to enable low‑code development and empower non‑specialist staff to build online services, launching the gBizFORM administrative portal.

Using Microsoft Power Apps, METI implemented gBizFORM to handle application submission, screening, approvals and automated reminders; what once took six to twelve months to develop can now go live in about one month. By September 2021 gBizFORM supported four procedures, METI is evaluating roughly 400 more for migration (with 570,000+ gBizID registrants signaling demand), and the Power Apps solution reduced infrastructure overhead, fostered an agile in‑house development culture, and enabled data analysis with Power BI — delivering measurable acceleration and cost‑effective scaling of government DX.
