Finding the sweet spot between robust governance and meaningful enablement

Zurich Insurance Group (Zurich) faced a classic scale-up challenge: hundreds of citizen- and pro-developed apps and flows were proliferating in its global Microsoft tenant, risking security, privacy, and data-loss concerns while the business still needed to enable innovation. To balance governance and empowerment, Zurich turned to Microsoft Power Apps and the broader Power Platform (Power Automate, Microsoft Dataverse for Teams, Power BI) and launched a Power Platform Center for Enablement (C4E) using the Power Platform Center of Excellence (CoE) Starter Kit.

Using the CoE Starter Kit and Microsoft Power Apps tooling, Zurich built a C4E that automated inventory via Sync Flows into Dataverse and visualized usage in Power BI, enforced connector and environment policies, implemented an automated DLP transition system, delegated local admin governance, and created a SharePoint enablement hub. The outcome: no security incidents tied to Power Platform, employee usage more than tripled, many thousands of solutions entered production, and measurable business wins include a Teams-embedded policy request app and a rearchitected Group Finance loan-processing app delivered in four months.
