Provincial government goes digital to spark proactive civic engagement

Gauteng, one of South Africa’s smallest but most densely populated provinces, needed to modernize citizen services across 13 departments serving more than 10 million people. Facing paper-based processes, limited call-center hours and costly barriers to online job applications, the provincial government partnered with Microsoft technologies—building an online citizen platform using Azure PaaS, Dynamics 365 CE, Office 365 and Microsoft Power BI—to move services online and provide 24/7 access.

The vendor implemented The Digital Platform: an e‑government web portal, mobile app and chatbot that integrates 10 existing services and stores citizen documents for streamlined job matching. Microsoft Power BI’s reporting turned a two- to three-day consolidation process into instant reports, helping the government act faster; more than 400,000 citizens now use the platform, bots deliver round‑the‑clock support, and a five‑year digitization strategy guides further rollout.
