Azerbaijani Ministry of Education unlocks the power of data-driven education

The Azerbaijani Ministry of Education needed to rapidly create an online learning system that kept more than 1.3 million K–12 students engaged, supported personalized teaching, and provided visibility into learning outcomes. To meet this challenge it deployed a Virtual School built on Microsoft Teams and used analytics and content services including Microsoft Stream and Microsoft Power BI to collect and analyze usage and performance data.

Using Microsoft Power BI dashboards alongside Teams, the ministry gained rapid insights into student activity, test results, and teacher performance—identifying top-performing classes, filling lesson gaps, and guiding content expansion. Microsoft Power BI enabled data-driven decisions at scale (about 80% of students access the platform via mobile), improving teaching methodologies and helping the ministry target interventions across grades and schools.
