Case Study: Rural Investments Financing Agency (AFIR) achieves 80% forecast accuracy and 10‑minute reporting for EU grant management with Microsoft Dynamics 365

Romanian farmers better supported thanks to artificial intelligence

The Rural Investments Financing Agency (AFIR) is Romania’s main government body helping farmers and rural businesses access about €2 billion a year in EU funding. A key internal forecasting process for spending and payments was paper‑heavy, slow and error‑prone—taking about ten days to produce reports and limiting AFIR’s ability to manage grants efficiently.

Working with partner Genisoft and Microsoft, AFIR moved the process online and deployed AI on Azure (Azure SQL Data Warehouse, Azure Machine Learning, Azure SQL and Power BI) to predict payments and automate forecasts. The new solution reduced report time to ten minutes, raised forecast accuracy to about 80% across 25,000 projects, supports over 100,000 users, and helped improve AFIR’s European performance ranking.
