A Microsoft Dynamics 365 Case Study
The Illinois Department of Corrections (DOC) oversees incarceration, supervision, and rehabilitation for more than 49,000 offenders but was hampered by a legacy mainframe and 41 disparate applications that made timely analysis, reporting, and statutory compliance practically impossible. The outdated system was costly, unreliable, and put staff and inmates at risk, while frequent population turnover (200–500 intakes and releases daily) and new sentencing reforms demanded a modern, flexible solution.
The DOC built Offender360 on Microsoft Dynamics 365 for Customer Service (CRM) and SharePoint to centralize offender records, automate case management, and move to a resilient cloud deployment. The platform cut reporting time from 30–60 days to on-demand, enabled rapid eligibility analyses (reducing the review population to about 9%), improved safety and decision-making, and delivered the solution at roughly 15% of the cost of the most expensive alternative—while enabling faster development, statewide rollout, and plans to share capabilities with county jails.
