Parlan is a Dutch youth services organization serving 4,000 children across northern and coastal regions. When the Netherlands decentralized youth care and cut local budgets, Parlan faced the challenge of delivering coordinated, high-quality services more efficiently while maintaining strong family engagement and outcomes.

Working with Winvision, Parlan implemented WinCare — a cloud-based solution built on Microsoft Dynamics CRM Online and Office 365 with a tablet app and client portal. The system eliminated manual data entry, tracked time and travel, enabled real-time synced records and controlled access for families, and strengthened collaboration with local partners; as a result Parlan reduced administrative overhead, absorbed budget cuts, increased home visits and client engagement, and improved care coordination and outcomes.
