Hollands Kroon, a Dutch municipality of about 48,000 people formed by a 2012 merger, set out to radically redesign local government to strengthen citizen services, reduce bureaucracy, and enable a more flexible "New World of Work." The shift produced higher employee morale, lower absences and costs, paperless collaboration, faster permit turnaround (from 12 to 4 months), a 34% increase in satisfaction for home document delivery, and new opportunities for data-driven decision making and local economic growth.
