Hollands Kroon, a Dutch municipality of about 48,000 people formed by a 2012 merger, set out to radically redesign local government to strengthen citizen services, reduce bureaucracy, and enable a more flexible "New World of Work." The city faced legacy, desk-bound IT and a complex set of municipal rules, so leaders aimed to improve productivity, transparency, and service delivery through organizational and technological change.
Partnering with Sparked, Hollands Kroon moved to a 100% Microsoft cloud environment (Azure, Office 365, Enterprise Mobility Suite), reorganized staff into self-managing teams, and digitized workflows and citizen services (for example, the Fixi reporting app). The shift produced higher employee morale, lower absences and costs, paperless collaboration, faster permit turnaround (from 12 to 4 months), a 34% increase in satisfaction for home document delivery, and new opportunities for data-driven decision making and local economic growth.
