The Municipal Government of La Paz, serving a population of 800,000, faced the challenge of modernizing its paper-intensive and time-consuming citizen services. Following a legal mandate to migrate to open source tools, the government needed a new, interoperable hybrid cloud solution to replace its legacy platform and centralize its disparate applications, all while controlling IT costs. Microsoft Azure provided a hybrid architecture that seamlessly interoperated with the government's chosen open source technologies, including Debian GNU/Linux, MongoDB, and PostgreSQL. This solution enabled the development of the iGob24/7 platform, which digitized 90% of all citizen procedures. The measurable impact for Microsoft's customer was substantial, saving over half a million dollars in IT costs in the first year. Procedures that once took three days were reduced to under five minutes, while others that required 10 days and special paper were moved entirely online, dramatically improving service delivery and citizen satisfaction.
