Tel Aviv engages citizens with innovative digital services, public participation

The City of Tel Aviv (population 402,000; metro 3.2 million) set out to become a smart city after residents said they loved the city but found municipal government bureaucratic and distant. Faced with rising expectations for digital, personalized services, the city needed a way to make government more transparent, approachable and participatory while improving day‑to‑day civic life.

Working with Microsoft CityNext, Tel Aviv launched the DigiTel mobile app and DigiTel Residents Club, moved key systems to Azure, and deployed cloud services like Dynamics CRM for new offerings such as My Place. The platform provides location‑based info, reporting and tracking of hazards, proactive alerts, and tailored e‑services; the program now has about 160,000 members (~60% of eligible residents) with ~3,000 joining monthly, higher citizen satisfaction, operational savings, and recognition as a leading smart city.
