Saudi Arabia’s Ministry of Justice digitizes property registrations and transfers with Azure Stack Hub

Saudi Arabia’s Ministry of Justice (MOJ), which oversees courts, notaries, and property records, needed to replace a paper-based system that required citizens to visit one of 400 branches to process property transactions. Aligned with the Saudi 2030 vision, the MOJ set out to digitize nearly 100 million historical documents, eliminate errors and wait times, and deliver a fully paperless, world-class customer experience for buying, selling, mortgages, and subdivisions.

The MOJ deployed one of the region’s largest hybrid Azure Stack Hub implementations—supported by Cisco (hardware) and AEC (systems integration) and delivered via rapid, iterative releases with Saudi technocrats involved throughout. As a result, digitization now handles about 7 million documents per month, enables property transfers online in under an hour with a digital ownership certificate, and has completed over 60,000 transactions worth 6 billion SAR, while reducing the need for branch visits.
