A Microsoft Azure Case Study
The Puebla State Government’s Ministry of Finance and Administration set out to modernize its citizen-facing portals and optimize IT resources while keeping services highly available and secure. The challenge was to consolidate a mix of open source, legacy and commercial systems (.NET, Java, Oracle, Linux, MySQL), maintain 24/7 uptime for critical services, and overcome internal concerns about storing sensitive government data in the cloud.
The ministry deployed a hybrid Microsoft Azure solution (with StorSimple and partner support), migrating roughly 70% of legacy management systems and running about 60 applications in Azure. The move cut infrastructure investment by ~60%, reduced environment configuration time up to 30%, shrank response times from weeks to about 40–50 minutes, improved staff productivity and transparency, and positioned Puebla as a model for other public agencies.
