Open Source application on Azure increased voter turnout in presidential election

Peru’s National Office of Electoral Processes (ONPE) faced rising voter absenteeism driven in part by limited access to nearby polling stations—many citizens in Lima and Callao had to travel more than an hour to vote. To protect electoral integrity and boost participation for roughly 7 million voters, ONPE needed a reliable, secure solution that would let people choose or confirm more convenient polling locations.

Partnering with ITG, ONPE launched the open-source LAMP web app "Elige tu lugar de votación" on Microsoft Azure (SUSE, PHP, MySQL), allowing voters to select up to three nearby polling places and receive confirmation by email. Azure’s scalability, security, and 24/7 support kept the service available and protected personal data; the initiative served over 7 million citizens and helped reduce absenteeism by 59% in the 2016 presidential first round versus 2011, improving access for elderly and disabled voters.
