Case Study: Centro de Investigación Avanzada en Educación (CIAE) achieves evidence-based public education policy insights with Microsoft Azure

CIAE (Advanced Educational Research Center, University of Chile) together with the Territorial Intelligence Center at Adolfo Ibáñez University set out to give Chilean education policymakers a fuller picture of the system by visualizing factors beyond the classroom. The teams faced the challenge of combining traditional education data with territorial, health and labor indicators that were poorly integrated or hard to access, and needed a scalable platform that would produce actionable evidence for public-policy decisions rather than just internal diagnostics.

Using Microsoft Power BI, Cortana Analytics and Machine Learning on cloud infrastructure, they built a platform that generates territorial indexes and visual prototypes (starting in 2014) to reveal contextual drivers of outcomes like absenteeism and dropouts across 22 cities. The tool secured funding and partnerships, gained visibility with decision makers including the Ministry of Education, and now informs policy design and cross-sector collaboration while being primed for wider public‑sector adoption with planned training and rollout.
