El Paso Central Appraisal District, the public agency that appraises real and business personal property in El Paso County, faced an aging on‑premises SQL/Windows Server environment that caused slow site navigation, poor performance, long recovery times, administrative overhead, and security/compliance risks—hindering transparency and generating extra public records requests.
EPCAD migrated to SQL on Microsoft Azure Government (Azure SQL Database and Azure Storage) and built an Azure Web Service, a preprocessed Public‑Safe Database, and a Synchronization Mechanism (including an Azure BACPAC Exporter for zero‑downtime sync). The cloud solution delivered faster, more reliable performance, stronger security and compliance, reduced open‑records requests, lower overhead and costs, improved citizen self‑service, and freed staff to pursue analytics and other IT improvements.
